|†||The Aiken County Department of Special Programs meets the individual needs of students ages three through twenty-one who are eligible for special education and related services according to the Individuals with Disabilities Education Act (IDEA).
A full continuum of services is available, ranging from the least restrictive to more restrictive environments, depending on the specific needs of the student. The department also supports schools in ensuring students with disabilities appropriately access the grade level standards and provides specialized instruction as determined necessary by the individualized education plan (IEP).
In collaboration with students, schools, families, and the community, the Department of Special Programs assists students with disabilities in increasing academic performance and enhancing postsecondary options. Our department serves over 3,100 students by a faculty and staff of over 600 teachers, therapists and other specialists who are trained to provide specifically designed instruction and services designed to meet individual needs of children identified as having disabilities.

Peter Kosko, Administrator of Compliance
The Administrator of Compliance supports schools in legal matters related to federal and state regulations governing the education of students with disabilities (IDEA and 504).† The duties of the administrator include coordinating due process issues such as mediation and due process hearings.† The administrator maintains communication with the SC Office of Exceptional Children regarding complaints and other matters related to IDEA and compliance.† The administrator works to ensure staff development opportunities are provided for special programs compliance, including administrators, teachers, paraprofessionals, and district office staff.
Beth Taylor, Administrator of Instructional Programming
The Administrator of Instructional Programming provides leadership and support for the delivery of special education instructional programs.† The purpose of this position is to work collaboratively with Special Education Program Specialists and the local schools to assist students with disabilities in acquiring the knowledge and skills (academic and behavioral) as set forth by their Individualized Education Program.† The Administrator works to ensure staff development opportunities are provided for the special education program, including administrators, teachers, paraprofessionals, and district office staff.† In addition, the Division of Instructional Programming works to support the alternative learning opportunities throughout the district.
Phil Young, Administrator of Evaluation and Student Services
The Administrator of Evaluation and Student Services coordinates services designed to assist schools with implementation of research-based interventions for students with academic and/or behavior problems which interfere with their acquisition of the curriculum.† The Administrator also coordinates a staff of lead evaluators and related service providers.† The Administrator works to ensure staff development opportunities are provided for the evaluation and student services, including administrators, teachers, paraprofessionals, and district office staff.

Public schools should send their request on the appropriate school form with letterhead, and all other entities should submit a Consent for Release of Information signed and dated by the guardian of the child.
